Discuss the administrative relations between the centre and the states in the light of controversies.

The issue of autonomy of state was in controversy earlier. The incidents of Tamil Nadu, where two central ministers were arrested and the governor Mrs. Fatima Bibi resigned and the question of misuse of Article 355 and 356, raised the question regarding the relations between the centre and the states. It is an established fact that in India the centre is much stronger than the states, so these incidents raise the question of supremacy. Therefore states are demanding more autonomy. Incident have brought to light a number of contentions issues, such as the approach paper of tenth plan, and partiality in distribution of taxes etc.

The constitutional provisions regarding the centre.-states administrative relations are narrated in chapter II of the part IX. Article-256 obliges states to comply with the laws of parliament, while exercising their executive power. If necessary the center may direct the state in this regard. Article-257 provides the centre some control over state. State Executives cannot prejudice the executive powers of the union. Besides the Legislative, administrative and financial weight age given to the centre, the constitution empowers the centre with the power to dismiss a state ministry to impose Presidents rule. Centre appoints all the higher officers in the states through the All India services. President appoints and removes the Judges of the High courts, and the Governors.

This, it can be said that all these provisions clearly establish that the centre has Hipper hand in the centre-state relations.
